I'm curious, how do you reconcile her stance on charging rape victims for their rape kits with Sarah Palin being "pro-women"?

Have you read the discussion in Alaskan congress that passed the bill? Apparently, the people who wrote those articles had not read them because that discussion would explain everything. Furthermore, rape is a rare occurrance in Wasilla. Why should Palin as mayor have focused on a problem that doesn't exist? The whole allegation comes out of an imaginary problem. When you look at Palin's job as governor, she did focus on the needs of all Alaskan women.

Whether rape is a rare occurrence or not isn't the issue, the issue is that she supported a policy of penalizing a crime victim based on gender.
And I suspect the women who were raped would take issue with you calling this an imaginary problem.

It has yet to be proven she supported that. Nor did she or the state legislature penalize a crime victim. They billed the victims insurance company to cover a test, so as to save funds.
If rape is a rare occurrence in Wassilla, then it is a problem that likely doesn't exist. Your twisting her words. You would have a stronger point if she were mayor of say Anchorage or Fairbanks.

It's uncertain whether she did or did not support that or even knew about it. Blame the state legislature and the then governor at the time, and stop laying the blame at Palin.

I haven't seen anything there to convince me otherwise. First of all, she hired the police chief, and his actions are her responsibility. If she didn't know about it, then it makes her negligent in her duties. Second, as Mayor, she would be required to read and sign off on the budget, so she would have direct knowledge if the budget for this expense was cut. Third, this issue has dogged her for close to two years now, if she didn't know about it she would have come forward and said something by now. Her silence is just as damning.
The facts may be circumstantial, but cases are made on circumstantial evidence all the time.

Actually one of her press people did say something. Might want to take a look at it.

Thirdly the entire context of this stupid issue has been turned very salacious.
Take a look at a towns budget sometime. It may not even be in the towns budget, as they billed the insurance company.
It was the state legislature not the Police Chief, who made this practice. The Police Chief just used the tools given to him. I fail to see why the hell it is Palin's responsibility for the Chief of Police using tools given to him by the state.
Cases made on circumstantial evidence, that work, would be things like DNA, fingerprints etc. Other circumstantial evidence may or may not pass the muster for having enough proof.
This does not amount to facts. It amounts to someone trying to smear Palin with salacious news which may or may not have anything with merit in it. It's about as factual as Bush lied and People died.

Also I do remember her getting reamed for firing a Police Chief.
